Invitation to Tender: Provision of Earthmoving Plant and Associated Earthworks Services for Rehabilitation and Improvement of Community Water-Harvesting Earthdams in Namibia

Tender Reference: GWPSA/CUVKUN/NAM/WKS/2026/FWH1

The Enhanced Water Security and Community Resilience in the Adjacent Cuvelai and Kunene Transboundary River Basins (CUVKUN) Project is financed by the Global Environment Facility (GEF), with the United Nations Development Programme (UNDP) as the GEF Implementing Agency and Global Water Partnership Southern Africa (GWPSA) as the Executing and Contracting Entity. Under Component 5, the Project is implementing community-driven water-harvesting interventions in Namibia. The priority Namibia earth-dam sites for this procurement are Onamatende (Oshikoto region), Olupumbu and Ombundamuti (Omusati region). The interventions are being implemented in collaboration with the Cuvelai Watercourse Commission (CUVECOM). The Directorate of Water Supply and Sanitation Coordination (DWSSC) serves as a key institutional and technical partner in the co-design of the interventions and will support the long-term custodianship, operation and sustainability of the water-access systems. The interventions are designed to contribute to improved rangeland management by strengthening livestock water access and supporting more sustainable use and distribution of grazing resources, thereby contributing to climate-resilient pastoral livelihoods.

GWPSA invites suitably qualified and experienced Namibian contractors to submit bids for earthmoving plant and associated earthworks services to rehabilitate and improve community water-harvesting earth dams at Onamatende, Olupumbu and Ombundamuti.

Namibia’s Directorate of Water Supply and Sanitation Coordination through their water engineers will lead the assessment of site conditions and confirmation of appropriate technical solutions, and will oversee construction, quality assurance, commissioning and handover. The works required at each site will be confirmed through this technical validation process rather than prescribed in advance to a single design.

The procurement will therefore use a measured-rate contract. The contractor will provide the plant and capacity to carry out the works. The designated Government Engineer, or another appointed representative, will determine and supervise the site-specific earthworks under approved Site Work Instructions. GWPSA will retain responsibility for contractual, safeguards and financial oversight.

The contractor will mobilise the plant, personnel and support needed to carry out instructed earthworks at the designated sites. Works may include desilting, excavation, reshaping, slope trimming, and improvements to access and drainage. All work must remain within approved site boundaries and follow written Site Work Instructions technically approved by the Government Engineer and financially authorised by GWPSA. The contractor must maintain the required records, protect people, livestock, infrastructure, the environment and cultural heritage, and complete site reinstatement and handover.
